You will also find that the number of passes sold on any given day is limited by the government.

Lunches and refreshments must be purchased outside the grounds at any vendors or restaurants that are located there. Food and drinks are not allowed any where inside the ruins. If you have stayed in the town overnight your hotel may provide you with a box lunch before you depart for the day.
